"<영조어필첩(英祖御筆帖)>은 영조(英祖, 1725~1776)의 친필로, 신하의 상소에 대한 임금의 답서를 중심으로 관련된 간단한 형식의 상소문과 8편의 7언 율시 및 발문(跋文)으로 이루어진 필첩이다. 표지에는 서명을 적은 제첨(題簽)과 총 10편의 글이 11장의 필사지에 배접 되어 있다. <영조어필첩>의 첫 장은 영조 39년 계미년(1763) 설날에 정존겸, 홍지해, 김종정 등이 올린 상소에 대해 영조가 해서(楷書)와 행서(行書)로 쓴 11줄의 회답이다. 1763년은 영조 나이가 70세 되는 해이자 왕위에 오른 지 40년 되는 해다. 영조는 계미년 첫날에 종묘에 배알하고 돌아가는 길에 종가(鍾街), 현재의 종로에서 백성들에게 가르침을 보이고, 70세 이상의 문관이 모이는 기로소(耆老所)에 들러 부왕에게 올리는 글을 썼다. 이어 경복궁의 북문인 신무문(神武門)을 통하여 근정전 터에서 백관들의 감축 인사를 받고, 죄인들을 사면하는 내용의 글을 반포하였다. 이날 정존겸, 홍지해, 김종정 등은 영조에게 언로 개방과 인재등용, 백성의 구휼문제는 물론 끊임없이 공부하고 학문에 정진하는 것이 곧 정사의 근본이 되며 오래도록 왕도를 행할 수 있는 방법임을 내용으로 하는 상소를 올렸고, 이에 영조는 ‘절실(切實)한 이 상소의 내용을 기쁘게 수용하고 실천하기에 힘쓰겠다’는 친필 비답을 내렸던 것이다." . . "Yeongjo eopilcheop (英祖御筆帖) is a collection of manuscripts written by King Yeongjo (英祖, 1725-1776), which mostly consists of Yeongjo’s letters in response to officials’ written memorials, along with eight poems and a postscript (跋文, balmun). This book has jecheom (題簽, a small piece of paper attachment that specifies the book title) on the book cover and a total of 10 pieces of writings that are attached on 11 sheets of paper that were used to print the book. The first writing is King Yeongjo’s 11-line response to the memorial offered up by Jeong Jon-gyeom, Hong Ji-hae, and Kim Jong-jeong on the Lunar New Year’s Day of 1763. The year of 1763, when Yeongjo became 70 years old, marked the 40th anniversary of his accession to the throne. On the Lunar New Year’s Day, Yeongjo visited Jongmyo, the ancestral shrine of the royal lineage, to perform a rite and presented a lesson to the common people on his way back, and visited Giroso (耆老所, the Hall of Senior Officials where retired senior officials over 70 years of age assembled), where he wrote a letter for his father. Then, he passed through Sinmumun (神武門, Gate of the Divine Warrior), which is the northern gate of Gyeongbok Palace, to receive words of gratitude from all officials within the grounds of Geunjeongjeon, the Hall of Diligent Government, and to proclaim a statement of pardons to prisoners. On the same day, officials offered up a memorial to Yeongjo to advise better communication with officials, appointment of talented officials, relief and aid for the people, and continued devotion to his studies as fundamental aspects of governing a country and ensuring a long, virtuous reign. In response to this memorial, Yeongjo granted his own manuscript, giving his royal word proclaiming his acceptance of their pleas and his vow to fulfill the content of the memorial."@en .
